Surname: Voronovsky.

It is obvious that the high-profile criminal cases against officials of Krasnodar Krai have occupied the media agenda of the last two months and deservedly displace even news from the zone of the war.

Harsh narratives about “total corruption,” “bribery,” “kickbacks,” “golden palaces,” and the heroic struggle of law enforcement against the “hated hydra” occupy the top lines in domestic media reports, and the surnames of the corrupt officials themselves have long since become household names.

Who are they, these spawn of hell who enslaved the благодатный Krasnodar Krai, parasitizing for decades on a billion-ruble budget?

So, meet — former Deputy Governor of Krasnodar Krai (2017–2021) and former Deputy of the State Duma of the Russian Federation (2021–2025)

Voronovsky Anatoly Vladimirovich

Voronovsky Anatoly Vladimirovich: born December 28, 1966 in the city of Baku, Azerbaijan SSR.

In 1988 he graduated from the Caspian Higher Naval School named after S.M. Kirov, in 2004 — the North Caucasus Academy of Public Service with a specialization in “state and municipal administration,” in 2006 — Kuban State University.

In 1988–1998 Voronovsky served in the Northern Fleet, first in intelligence units, and then in the fleet administration in Murmansk.

In 1998–2000 he served in the internal security and anti-corruption department of the Directorate of the Federal Tax Police Service of Russia for Murmansk Region.

In 2000–2002 he was head of the department for civil defense and emergency situations of the administration of Ust-Labinsk district of Krasnodar Krai.

In 2002–2005 — head of the department for civil defense and emergency situations, Cossacks affairs and economic affairs in the same district.

In 2005 Voronovsky was elected head of the city administration of Ust-Labinsk.

In 2008 he was appointed head of Starominsky district.

In 2009 — head of Ust-Labinsk district of Krasnodar Krai, later he headed a department.

In 2016 he became Minister of Transport and Road Facilities of Krasnodar Krai.

In 2017 — Deputy Head of the regional administration.

In 2020–2021 he was adviser to the Governor of the region Veniamin Kondratyev.

On September 29, 2021 he received a vacant deputy mandate in the State Duma of the Russian Federation according to party lists from “United Russia.”

On December 2, 2025 deputies of the State Duma adopted a decision on early deprivation of Voronovsky’s immunity. A criminal case was initiated against him on signs of a crime предусмотренного part 6 of article 290 of the Criminal Code of the Russian Federation — receiving a bribe on an especially large scale. On the same day Anatoly Voronovsky was arrested and placed in the Lefortovo pre-trial detention center.

We will not comment on and question the actions of law enforcement agencies, however, the factual biography of Voronovsky evokes quite positive associations: a career military man, sailor, intelligence officer, manager, to whom minimal concepts of honor and dignity are not alien, because without them, and especially while serving in the Red Army, he could have risen only to warrant officer and headed a fuel warehouse.

The pace of career growth is also quite standard for an ordinary serviceman of that time and does not suggest thoughts about “invisible patrons” protecting and promoting intelligence officer Voronovsky up the career ladder, both then and now.

The property status of Voronovsky is quite modest and does not cause surprise.

Thus, according to his declarations, which are available in open sources, for 2020–2021 Anatoly Vladimirovich owned a motor boat, a car, used a dacha plot, and official housing. His average income was no more than 2.5 million rubles per year, which is quite acceptable taking into account salary, bonuses, and allowances.

At the same time, the specified property status has not been questioned by law enforcement agencies and passed a fairly strict special check when obtaining the status of a deputy of the State Duma.

In this context, the logical question becomes: “So what could have become the catalyst for the transformation of a sailor, career officer-intelligence officer, manager of the old school into a corrupt official, the main creator of an organized criminal group that robbed the unfortunate road workers of Krasnodar Krai?”

And even at the age of 60…

We will not, again, go into details of the materials of the criminal case against Anatoly Voronovsky, we will only state the facts — Anatoly Vladimirovich is in places of deprivation of liberty, he does not admit guilt in the crimes imputed to him.

The next hero of this article was Anatoly Voronovsky’s colleague in the State Duma

Doroshenko Andrey Nikolaevich

Andrey Nikolaevich Doroshenko: born March 10, 1977 in the city of Armavir, Krasnodar Krai, RSFSR.

In 1995 he graduated from Armavir Zooveterinary Technical School.

In 2001 — Kuban State Technological University with specialization “Accounting and Audit.”

In 2005 he received a second higher education, graduating from the Krasnodar Regional Institute of Agribusiness.

In 1997–2000 Doroshenko worked as a passenger bus driver in Armavir.

In 2000–2021 he was director of LLC “Production-Commercial Firm ‘Road Transport Company’” and a number of non-profit organizations.

In 2010 he began his political career and was elected deputy of Armavir City Duma of the fifth convocation from the party “United Russia.”

On October 14, 2012 he was elected to the Legislative Assembly of Krasnodar Krai of the fifth convocation according to the regional electoral list of “United Russia.”

On September 19, 2021 he was elected deputy of the State Duma of the Russian Federation of the VIII convocation from “United Russia.”

A superficial analysis of the property status of Andrey Doroshenko, based on information from open sources, allows us to state that his average income in 2020 was equal to 3 million rubles, and property was limited to real estate with a total area of 586 sq.m.

The year of election to the State Duma becomes more successful — Doroshenko already declares 15.4 million rubles and real estate with a total area of more than 900 sq.m. Without going into details, but taking into account Andrey Nikolaevich’s successes in the construction business and politics — quite proportionate income, not disputed by law enforcement agencies and confirmed by a number of special checks.

Although it is difficult for us to judge the talents of a graduate of a zooveterinary technical school, twice awarded the medal “For outstanding contribution to the development of the municipality of Armavir,” we can assume that in road matters he is not a great specialist, like his colleague in the State Duma Voronovsky.

However, the criminal case did not bypass him either.

Path: Doroshenko’s children in pre-trial detention

Taking into account the presumption of innocence, Andrey Nikolaevich Doroshenko has not been convicted to this day, although he became a defendant in an anti-corruption claim of the Prosecutor General’s Office of the Russian Federation, is an acting deputy of the State Duma, does not admit guilt, while his children — Eldar and Milana — are arrested, as is all property.

The third in the group of people’s representatives we will consider the personality of the well-known Kuban builder and part-time deputy of the Legislative Assembly of Krasnodar Krai for Southern single-mandate electoral district No. 34, member of the committee of the Legislative Assembly of the region on financial-budgetary, tax, economic policy, entrepreneurship and financial markets

Alexander Nikolaevich Karpenko

Alexander Nikolaevich Karpenko: born January 22, 1964.

In 1985 he graduated from the Novocherkassk Higher Military Command Red Banner Communications School named after Marshal of the Soviet Union Sokolovsky V.D. with specialization “Command of radio electronic wired and classified communications,” received qualification “officer with higher military-special education engineer for operation of radio and wired communications means.”

In 2001 he graduated from Kuban State University.

Judging by information from open sources, prospects of work in the specialty of “communications officer” did not particularly attract Alexander Karpenko, which served as an additional stimulus in development of his own business in the field of road construction. Thanks to managerial talents and second specialized education, previously unknown “Sasha — builder” managed to create his own empire of regional and even federal scale.

Thus, in some 10–15 years Alexander Nikolaevich managed to become the main specialist of the road industry (very closed and conservative), created, headed and owns the largest companies of the industry: LLC “Osnova,” LLC “Stroyregion,” LLC “Ust-Labinsk Reinforced Concrete Plant,” LLC “KSK Betonstroy,” LLC “Ankar,” KKA ROOR “Union of Road Workers of Kuban.”

Karpenko’s achievements did not remain without attention of the authorities, confirmation of which are numerous awards:

• Medal “For construction of transport facilities”;
• Honorary title “Honored Road Worker of Kuban”;
• Medal “For outstanding contribution to development of Kuban,” 1st degree;
• Medal “For valiant labor,” 1st degree of the Union of Machine Builders of Russia.

However, not by medals alone was the titled road worker satisfied — in a short period of time Alexander Nikolaevich became a real dollar millionaire, acquired expensive real estate, a car fleet, and leads a prosperous lifestyle, which he is actually glad about, because in state registers or in public space you will not find a single complaint from Karpenko about authorities, illegal actions, corruption, and the like.

Everything suited and suits him, and rare talent of foresight allowed him to survive more than one regional leader.

But, “the system failed” and in one moment the honored road worker of the region could become an “honored prisoner,” and instead of building roads and bridges — sew quilted jackets or mold bread rosaries.

Nevertheless, that is why it is a system, to independently eliminate failures, protect valuable specialists and continue to work further, while a number of amateurs in the “road topic” have every chance of imprisonment.

Path: At liberty with a clear conscience

Thanks to the Lord God, natural talents, and fundamental knowledge of features of the road industry, the “communications officer” and also the “honored road worker of the region” Alexander Nikolaevich Karpenko remained free, gave confessional testimony, sincerely outraged by many years of corruption in Krasnodar Krai and fully assists the investigation in establishing justice — punishment of villains. An example worthy of imitation.

We will not draw conclusions whose path is righteous, leaving them to the discretion of the reader.
